  • About the speaker

I joined HMRC as Permanent Secretary in April 2016 from the Ministry of Defence, where I was Permanent Secretary for four years. Previously, I was the Director General of Finance at MOD, and Head of the Government Finance Profession.

Before joining the MOD I was Director General of Corporate Services at the Department of Children, Schools and Families, where I led the work on the Spending Review 2007, the creation of the DCSF and the corporate services transformation programme.

Before I joined the Civil Service, I held a mix of public and private sector roles, including at Norfolk County Council, Eagle Star and Ernst & Young, where I managed public services consultancy and audit services for the south west.

I’m a qualified member of the Chartered Institute of Public Finance and of the Chartered Institute of Management Accountants.
