Pat Ritchie CBE is an experienced senior leader in economic development, housing and property and is CEO of Newcastle City Council, where she notably secured the multi-million-pound investment deal to bring Legal & General to Newcastle’s flagship ‘Helix’ development and led on negotiations to secure a devolution deal for the North of Tyne Mayoral Combined Authority. More recently Pat has been instrumental in spearheading the ‘Collaborative Newcastle’ partnership framework for health and social care and has overseen an ambitious £50m plan to transform the city centre. Pat is Chair of the Government Property Agency, a member of the Advisory Board of the National Leadership Centre and a Non-Executive Director of Newcastle Hospitals Trust. Pat is a former CEO of the HCA and former deputy CEO of the One North East RDA.

Mark Lloyd became Chief Executive of the Local Government Association in November 2015. He brought to the LGA ten years’ experience as a Council Chief Executive (Cambridgeshire County Council from 2008 and Durham County Council from 2005).

Kate Steadman joined Serco as Group Strategy Director in February 2016. She is responsible for the further development of our strategy, as well as Marketing, Internal Communications, and leading our efforts to further develop Serco’s reputation as a valued and respected source of innovative thinking about the delivery of public services. Kate was previously Senior Vice President for Strategy for the Global Government & Agencies business of Sodexo Group, with a footprint across 80 countries. Prior to this Kate was responsible for Strategy and Public Sector Development for Sodexo in the UK and Ireland. Until 2010, Kate was an adviser to senior politicians in the fields of Criminal Justice, Home Affairs, Legal Affairs, Prisons & Probation. She graduated from Cambridge University and was President of the Cambridge Union.
