    Clare Gibbs joined the Civil Service in 1998, spending the majority of her career within the Ministry of Defence and the National Crime Agency before moving to the Cabinet Office in March 2017. As a qualified accountant and senior commercial specialist, Clare has undertaken a variety of challenging roles within finance and commercial domains and led commercial negotiations for major procurements. On joining the Cabinet Office Clare was appointed as a Strategic Partnering Manager for Carillion and Amey. Clare was part of the government’s response to the collapse of Carillion and played a pivotal role in ensuring public services were maintained. She is now leading the Outsourcing Programme. Clare was awarded an OBE in the 2019 New Year’s Honours list.

  • Dan Webster

    Deputy Director & Technology Practice Lead, Complex Transactions Team

    Brought in to lead commercial and programme activity in it’s very first days, Dan Webster established and ran the Ventilator Challenge’s programme and commercial teams.

    Dan’s day job is leading the technology advisory practice in the Cabinet Office’s Complex Transactions Team. He helps departments to deliver better services and improve value for money by helping them to define and deliver effective technology sourcing strategies and programmes.

    Prior to joining the civil service, Dan started his career in corporate finance, followed by a career in management consulting. As a leader in PA Consulting’s technology sourcing business, Dan built and led teams to help large organisations improve their sourcing and operating models as well as chairing the investment committee of PA’s pensions fund.

  • Barbara Bradley


    PA Consulting

    Barbara Bradley is a Partner at PA Consulting Group as of January 2019. Within Public Sector, Barbara leads on the Cabinet Office and Home Office account. This last year, she has played her leadership roles in vital  government Covid programmes including the Ventilator Challenge and Test and Trace. Previously, Barbara was the Strategic Growth Director, as the Head of Sales and Strategy for UK&E, along with managing the Serco relationship with Cabinet Office.   Previously, she had a years’ secondment to the Home Office.  Barbara also held the position of Managing Director for the Citizen Services business, spanning DWP, BIS, Defra, DH, FCO and the Cabinet Office.   Prior to this, Barbara was the Director of Custodial and Occupational Health Services having P&L and operational responsibility for transforming primary health services into custodial settings across the country. Barbara joined Serco in 2010 as the Global IT Strategy Director responsible for M&A, technology partnerships and integrated technology across the Serco estate. Before joining Serco, Barbara held senior roles at IBM UK where she performed operational, account director and sales management roles for over 12 years. Barbara runs the PA LGBT allies network and is SRO for PA’s maternity returned programme in collaboration with Kangaroo Coaching. Barbara is the Chair of the National Youth Agency charity (NYA).

  • Claire Walters

    Chief Commercial Officer


    Claire is Chief Commercial Officer for Unipart Logistics, responsible for business development, marketing, strategy, leadership of customer partnerships, digital innovation, consultancy, and programme delivery across Technology, Automotive, Health, Consumer and Utilities customers in the UK, US and Asia Pacific. Outside of work Claire is passionate about travel and the outdoors, with a love of cycling and walking.
