James leads on Freeport policy within HMT's Public Services Directorate. He previously worked in customs policy at DIT. Prior to working in government, he studied an MSc in International Public Policy at UCL and worked in Accenture's public sector strategy and consulting business, supporting clients in criminal justice, policing, revenue, and customs.
