In support of the Places for Growth Programme and broader government initiatives to move 22,000 roles out of London by 2030, including 50% of the senior civil service alongside the relocation of 12 government departments, this workshop will bring together HR Directors, Heads of Profession and Functions from central government, into discussion with Universities, major recruiters and head-hunters operating across the UK.

The session has been designed to generate insights into strategies and approaches to support with the government reform agenda, and ways to collaborate across the sectors in building locally embedded talent pipelines.

Breakout sessions will focus on reviewing two key topics:

  • Senior Civil Service Recruitment: Understanding the Challenges
  • Delivering Improved Senior Civil Service Diversity & Inclusion

Speakers

Ravi Chand CBE is the Director of Places for Growth and Beyond at the Cabinet Office. Before the Cabinet Office, Ravi was the chief people officer at the Department for International Development (DFID), holding responsibility for people, operations, IT and systems, estates and change. He was previously the HR director at HM Revenue and Customs with responsibility for workforce management of its 69,000 staff. He led the work on reforming the workforce to deliver the department’s blueprint ambitions for the future.

Passionate about diversity, Ravi has previously worked as the director responsible for capability, talent and diversity at the Home Office. He was awarded a CBE in 2011 for his dedicated work on inclusion and diversity which led to the Home Office reaching the gold standard against a number of external diversity benchmarks. Ravi is a fellow of the Chartered Institute of Personnel and Development. He was awarded the Queen’s Police Medal in 2002 for distinguished service.

Matthew Coats is Director General of Government Business Service, Cabinet Office. Created in 2020, GBS oversees government shared services, recruitment, pensions, and back office platforms and services - taking the lead for Civil Service interoperability. It works with departments and partners to make it easier for civil servants to use these platforms and services, and promotes efficiency and service excellence.

Matthew’s previous roles include Director General for EU Exit Implementation, Chief Operating Officer at the Ministry of Justice, Chief Executive of the Legal Agency, Head of UK Border Force, and he led on hospital waiting times at the Department of Health.
