Workings Of HM Treasury Agenda (7)

Philip has had a distinguished career in British politics as a Member of Parliament from 1997 to 2019. He held a range of Senior cabinet posts, most recently serving as Chancellor of the Exchequer from 2016 to 2019. Prior to this, he served as Foreign Secretary (2014-2016), Defence Secretary (2011- 2014) and Transport Secretary (2010-2011). He was awarded a life peerage by HM The Queen in July 2020.
Before entering Parliament in 1997, Philip had a wide-ranging business career spanning the house-building and property, healthcare equipment and oil and gas sectors.
As Chancellor of the Exchequer, Philip focused on the long-term productivity challenges facing the UK economy and was a strong advocate for the Financial Services sector, and especially for the fast-growing Fintech sector. He championed the cause of SMEs and the need for greater access to long-term growth capital to allow successful British start-ups to scale up in the UK, rather than seeking capital overseas.

Niva Thiruchelvam is currently on secondment from HM Treasury to NHS England as the Director for Urgent and Emergency Care Strategy. Prior to this, she spent over five years in HM Treasury, first as the Deputy Director for Education and Skills, and then more recently as the Head of the Net Zero Review. Niva has held a number of posts across Whitehall in which she has advised Cabinet Ministers on a range of international and domestic priorities. She has also worked extensively in the center of Government where she has advised the Prime Minister on home affairs issues; supported the Cabinet Secretary in preparing for Cabinet every week; and, brokered policy across Government.

JP Spencer works at Metro Dynamics on policies and projects across the UK focused on economic strategy, investment and devolution. Previously, he was the first Head of the Green Book and Major Projects Unit in HM Treasury and was a founding member of the Darlington Economic Campus. He worked for almost a decade in the public sector in HM Treasury, HM Revenue & Customs and the Greater Manchester Combined Authority.

Working for businesses in London and Brussels for over 12 years, Fiona is experienced at delivering on UK and European public affairs priorities in the food/drink and transport/logistics sectors.

She started her career in Brussels working for working for trade associations in the food sector, as well as two out of three of the EU’s institutions (the European Parliament and the Council of the European Union), before moving to London to work on Royal Mail’s EU policy priorities over six years ago.

Now Head of Public Affairs at the company, she leads the relationships with Westminster and Whitehall across policy areas including tax and corporate governance; employment and pensions; transport and the environment; data protection and cybersecurity. Most recently, she has worked with HMT on a potential Online Sales Tax as part of the business rates review; the tax treatment of Collective Defined Contribution (CDC) pensions; and the treatment of postal items under the Northern Ireland Protocol.
