The border is the gateway for a global Britain and vital to the UK’s security and prosperity. In 2023, Border Force facilitated over 118 million passenger arrivals and protected over £435 million in revenue loss for the UK economy.
Just as industry must evolve to meet the demands of its customers and commercial partners, so must the border. Border Force and the Home Office will deliver an ever more effective border with technology, data, and modernised processes at its heart. To do this, they are continuing to bring together all significant border changes into a single unified vision to transform how people and goods will enter the United Kingdom. This is an exciting area of work that recognises the critical role industry partners and stakeholders will play in helping to turn ambition into reality, as well as offering opportunities for collaboration and co-design.

Phil Douglas is the Director General of Border Force at the Home Office.
Phil has held a variety of senior roles across the Home Office, including in national security, Border Force (where he was Regional Director for Heathrow Airport), enforcement and asylum policy.
Outside the Home Office, he has also worked at the Ministry of Justice and at the former UK Representation to the European Union.
Phil started his civil service career as an immigration officer at Heathrow Airport.
