The strategic road network is a critical part of the UK’s infrastructure, unlocking economic growth and development opportunities. In March 2020, the government published the current, second, Road Investment Strategy (RIS2) running from April 2020 to March 2025 outlining its intention to spend £27.4 billion on the strategic road network. In this roundtable with David Buttery, Director for Road Strategy, DfT peers across the sectors will discuss the current strategic priorities for 2024 and the opportunities for economic growth that could be unlocked in RIS3.

The key questions for consideration will be:

  • How effectively DfT is managing risks to value for money across the portfolio of road enhancement projects and where further collaboration could help identify and manage these risks earlier
  • What lessons from previous road enhancement work should be taken forward in this strategy from both the public and private sector
  • What initiatives from a business perspective would be helpful to follow the Road Investment Strategy
  • Where DfT would like to see further collaboration across government and other sectors in the final stage of Road Investment Strategy (RIS2)

Speaker

David Buttery is Director for Road Strategy at the Department for Transport. He is responsible for overarching roads policy including setting RIS3, reviewing the MRN programme, reviewing the National Networks NPS and traffic management policy. Prior to taking on this role in October 2021, he was Director for Road Safety, Standards and Services following a 17 year civil service career in BEIS and DfT in a range of roles including energy security, HS2, Operation Stack, strategic roads and the Office for Low Emission Vehicles. David was awarded an OBE for services to transport in the 2018 New Year’s Honours list.
