This interactive morning session has been designed to develop a greater understanding of how and when local authorities and central government can collaborate most effectively. Participants will gain insight into who the key decision makers are within central government and how best to interact with policy makers across various departments. 

We will explore: 

  • The structure of the Civil Service and how funding decisions are made 
  • How Local Authorities can manage cross-departmental work 
  • Work being done to strengthen collaboration between central and local government 
  • Inside the Department for Levelling Up, Housing and Communities 
  • What Happens within the Civil Service During an Election Period

Confirmed Speakers

Catherine Frances has been Director General at the Department for Levelling Up, Housing and Communities since April 2019. Catherine has a lead role in establishing the relationship between central government and the local government sector, including oversight of the financing of local government and system-wide leadership in central government on the coordination of policy and delivery with local government. She leads government’s work on communities and counter-extremism and heads up work on homelessness and rough sleeping. 

Catherine was formerly the Director of Public Services in HM Treasury, where she led the Treasury’s work on housing policy, local growth, local government, NHS and social care and public service reform. She has previously worked in education and skills spending and undertaken various roles in promoting productivity growth. She has worked in Strategy in the Department for Health and Social Care. Prior to her civil service career, she was an academic where her focus was on economic and demographic history. 

As Director of External Engagement, Tom is responsible for overseeing the WIG Events & Content team and the Membership team. The main focus is to ensure WIG continues to be the leading platform for constructive collaboration between government, industry and the not-for-profit sector. Tom originally joined as Head of Content and Events in 2017.

 

Before joining WIG, Tom worked across both government and industry. He ran the energy division for a commercial conference company, worked within the Department for International Trade, and developed new business for an independent TV production company that worked exclusively with not-for-profits.

 

Tom graduated from UCL with a BA (Hons) in History and subsequently picked up a Masters in International Security and Global Governance from Birkbeck.

 

Outside of WIG, Tom is a keen Tottenham Hotspur fan and spends time exercising, and walking his dog.
