With economic challenges and opportunities on the horizon for the UK, understanding the Treasury’s approach to fostering economic stability and growth is more crucial than ever. “Inside the Treasury: Avenues for Cross-Sector Collaboration” is a half-day workshop offering a dive deep into the workings of the Treasury. In this session, featuring senior officials from His Majesty’s Treasury (HMT) will shed light on the Treasury’s strategies to ensure economic resilience and promote sustainable growth amidst global uncertainties.

When registering for this event you can choose whether you would prefer to attend in-person or virtually. Please note in-person capacity is limited, and any members we are unable to accommodate face-to-face will be offered the opportunity to join virtually. The livestream will run from 11:00 – 14:00.

Speakers

Beth Russell has recently been appointed as the Second Permanent Secretary to the Treasury and is based in the Darlington Economic Campus.

Beth has worked in the Treasury since 2000 in a range of policy roles across tax, welfare and public spending. Previous to her current role she was the Director General of Tax and Welfare in the Treasury and the Director General leading the Treasury economic campus in Darlington. 

Her previous Treasury roles included Director of Personal Tax, Welfare and Pensions (2013-2017), Principal Private Secretary to the Chancellor of the Exchequer George Osborne (2011-2013), Deputy Director of General Expenditure Policy (2008-2011), Deputy Director of Environmental and Transport Taxes (2005-07) and Speechwriter for Gordon Brown when he was Chancellor (2001-2005) and Prime Minister (2007-2008).  Beth started her career in Department of Social Security as a policy adviser on welfare (1996-2000).

Jess Glover was appointed to the role of Director General, Growth and Productivity in HM Treasury in July 2023. The Director General Growth and Productivity oversees the Treasury’s work on spending and policies to create sustainable growth across the UK. The Director General also serves as Chief Scientific Adviser for HM Treasury and is Accounting Officer for the Royal Mint Trading Fund.

Jess was a Director General (DG) in the Cabinet Office from 2020-2023, first as DG Transition Taskforce (managing the plan for EU exit) and then as DG Planning and Analysis (including leading work on supply chain and labour market disruption after COVID). Prior to that she was a Director in the Cabinet Office on EU exit and trade, and she spent her early career in the Department for International Development, the European Commission, the Cabinet Office, and the Foreign Office with a focus on issues relating to climate change, energy and trade.

Nick is Director for Public Spending in HM Treasury leading on the government's strategic approach to public spending, oversees policy in relation to public sector pay and pensions, and leads HM Treasury’s work on efficiency and productivity. Nick joined HM Treasury in November 2022. Nick was previously Director for Nuclear Capability in the National Security Secretariat (NSS) in Cabinet Office where he supported the National Security Advisor on issues related to the UK’s nuclear deterrent, nuclear security, AUKUS and was responsible for the NSS’s work on Defence policy. Nick is a career civil servant and has worked in a wide range of policy and finance roles across government, including in the Department for Education, Ministry of Justice, Cabinet Office, HM Treasury, the Royal Navy and the Ministry of Defence. Nick is a qualified accountant and lives in Bedfordshire with his wife and two young boys.
