On 1 December 2021, the long awaited Adult Social Care reform whitepaper was released by the Department of Health and Social Care. The paper maps out three major goals for people to allow choice, control, and support to live independent lives, to give access to outstanding quality and tailored care and support, and to allow people to find adult social care fair and accessible. Along with a range of additional funding, there is a clear need for the public, private and not-for-profit sectors to work hand-in-hand to deliver these lofty ambitions.

  • The next stages in the development of the whitepaper, and get views from across the sectors on how to make the proposals a reality
  • Where there needs to be further engagement on specific issues and how we can increase collaboration on these

Tabitha Jay is the Director of Strategy and Reform in the Department of Health and Social Care (DHSC). In her role as Director, Tabitha ensures that advice is provided to Ministers to support the design and delivery of a sustainable Adult Social Care system that is fit for all for the future. Tabitha currently leads work on adult social care strategy, data, charging, implementation, funding, legislation and assurance. Tabitha has worked in a number of senior roles across DHSC since 2005.  Most recently she was  Director of Work and Health Unit, a joint unit of DWP and DHSC.
