Lunchtime Briefing: Understanding the Transformation of Public Procurement

WIG was delighted to welcome an expert panel including Tracy Pritchard, Head of Policy and Engagement, International and Reform Team, Cabinet Office; Lindsay Maguire, Deputy Director for Procurement Reform Implementation, Cabinet Office; Mark Leigh, Deputy Director, Head of Employment Services Category, Department for Work and Pensions; and Andrew Dean, Director of Public Law, Clifford Chance, to discuss how implementation of the procurement bill will affect organisations across the sectors.

Speakers at the Event

Lindsay is the Deputy Director for Procurement Reform Implementation at the Cabinet Office. She joined the Government Commercial Organisation in 2016, initially working as senior category leader for employment and labour market in DWP and subsequently as Head of Small Business Policy at Cabinet Office, working with all central government departments and SMEs to break down barriers to entry. Prior to joining the civil service, she gained 10+ commercial experience from the private sector, working in the Aerospace, property management and FMCG sectors for both large multinationals and SMEs, including spending 5 years abroad in Germany, Netherlands and Canada working on complex projects.

Mark joined the Government Commercial Organisation in May 2017, taking up a role as delivering a wide range of transformational activity – market stewardship, category redesign and self-service provision. During the Pandemic, he and his team delivered the commercial elements of the Plan for Jobs and took decisive action to protect the employability market.   The team were 2021 winners of the GO Award for COVID 19 – Outstanding Response – Central Government Organisations & the overall 2021 GO Excellence Award.

Previously he worked at Rolls-Royce for 18 years in a range of roles from Programme Management, Category Management and Business Development, latterly as Head of Commercial and Sourcing for the Installations Supply Chain Division, where his teams managed 70% of the Aerospace Divisions’ suppliers, 80% of the part numbers and 40% of the spend.   The team won a range of awards for the transformational redesign of Sourcing Processes, Supply Chain and Collaboration including the Procurement Leaders Award for Best Procurement Team in 2014 and Trusted to Deliver Excellence Award in 2016.  

Andrew Dean is the head of the Clifford Chance UK public sector advisory team.


Andrew has been advising public bodies, suppliers and lenders on public law and procurement law issues for over 15 years. Andrew has wide-ranging experience in market first and nationally significant transactions including procurements, outsourcings, PPPs, asset disposals and government financial support instruments (including guarantees, grants and loans). Andrew advises across all UK and EU statutory procurement regimes (traditional public sector, defence, utilities and rail franchising) and the WTO's Government Procurement Agreement.

Andrew was heavily involved in the UK government's Covid-19 response including advising the Vaccine Taskforce on the procurement of vaccines and suppliers on their Covid-19 contracts with the UK government.

Andrew was formerly a senior lawyer at the UK Government Legal Department.
