Caroline Winter is a civil servant with extensive experience across a range of social policy issues, currently co-Deputy Director for Housing Supply and Markets in a jobshare with Rebecca Egan.
Prior to her current role, she was a Deputy Director in the Ukraine Humanitarian Taskforce, taking a leading role in the Homes for Ukraine programme. She previously headed Social Care Reform Strategy and Policy in DHSC, including leading on Social Care Workforce policy during the Pandemic. Caroline has a prior background in housing and planning policy from her earlier career.
