Lunchtime Briefing on Delivering the 10 Year Health Plan
This briefing will explore the work being done to build a health service fit for the future, with Sally Warren, Director General - 10 Year Health Plan, DHSC, and Ming Tang, Chief Digital and Information Officer (Interim), and Chief Data and Analytics Officer, NHS England.

Sally Warren joined DHSC as Director General for the 10 Year Health Plan in July 2024. Previous to this, she was Director of Policy at The King’s Fund, a health think tank. Before joining The King’s Fund, Sally had 20 years’ experience in the Civil Service, including previous roles:
- Director of EU Exit Preparedness and Response, Defra
- Director of Food, Defra
- Director, Social Care, Cabinet Office
- Deputy Chief Inspector, Care Quality Commission
- Director of Programmes, Public Health England
- Director of Social Care, Department of Health
Ming has over 20 years’ experience in managing and delivering large scale change involving implementation of new operating models in complex and challenging environments.
She joined the NHS in October 2009, working in the West Midland before joining the national team leading on large scale data and analysis programmes.
Ming is currently the Interim Chief Digital and Information Officer for NHS England, responsible for strategic development of digital and data across NHS, and Chief Data and Analytics Officer for NHS England, responsible for strategic development of data and analytics capability across NHS.
The team Ming leads provides NHS England with the resources to support system transformation, strategic information assets, digital tools and analysis to underpin policy development and predictive capabilities to enhance decision making and improve health and care services.
In 2024 Ming was appointed Co-Chair of the 10 Year Health Plan Data and Technology Working Group, considering how the NHS should focus its resources to ensure it maximises the impact of data and technology and develop a roadmap for a digitally connected future.
Prior to joining the NHS, Ming was a Partner with Accenture specialising in Strategy and Supply Chain work. She has worked in Europe, North America, and South East Asia where she was the Managing Partner for the Supply Chain Practice for 3 years. Her experience spans global clients in Consumer Goods, Retail, Pharmaceutical, Manufacturing and Utility sectors. Ming holds a degree in Pharmacy and an MBA from Warwick University.
