As the UK enters the next phase of rail reform, the focus is on creating a unified, passenger-centric network that serves as a backbone for national prosperity. Join Richard Goodman, Director General, Rail Reform, DfT, to discuss how the new Rail Reform Services Group is working on delivering a more integrated and efficient railway.

Speaker

Richard Goodman was appointed Director General Rail Reform and Strategy in the Department for Transport (DfT) on 11 March 2025.

Richard was the Director General for Buildings and Resilience at the Ministry of Housing, Communities and Local Government (MHCLG) from November 2020 to March 2025.

Richard previously led the government’s work to support London through COVID-19. 

Richard joined HM Courts & Tribunals Service (HMCTS) in 2015, where he was strategy and change director, to lead the £1.2 billion reform programme to make it more accessible and easier to run.

In 2011 Richard joined the UK Border Agency as director of international operations, leading the agency’s overseas diplomatic and security work and visa operations. After a spell in the Middle East he became policy director at the Financial Ombudsman Service.  Richard began his career in international travel.
