Victoria Cope is Commercial Director and Chief Procurement Officer at Defence Digital, where she oversees £4.7bn of annual digital investment across the Ministry of Defence. Her remit spans across the Defence enterprise, driving coherent strategy, procurement excellence and enterprise-wide transformation across the air, land, sea, space and cyber domains.

With over 20 years’ experience in aerospace, defence and complex public-sector environments, Victoria has built a reputation for aligning commercial strategy with operational outcomes at scale. Prior to joining Defence Digital, she served as Commercial & Category Director at the UK Health Security Agency, within the Government Commercial Function, where she established and led the Commercial and Business Development functions, strengthening capability and delivering measurable value across a nationally critical portfolio.

Victoria’s industry career includes senior roles across FTSE 100 and FTSE 250 organisations, including BAE Systems, QinetiQ, Airbus and Unilever, where she led procurement, commercial, sales and finance functions through periods of growth and transformation.

Victoria’s leadership has been recognised by World Commerce & Contracting, for Strategic Achievement 2025 and Inspiring Women list 2023 and by The Times & Sunday Times as a winner of We Are The City Top 100 Women in Defence (2019). She was also awarded the Marshall of Cambridge Medal by Prince Philip, Duke of Edinburgh for her contribution to the industry.

A Chartered Aeronautical Engineer, Victoria holds an Executive MBA from Henley Business School, is a fellow of multiple professional institutions and serves in a number of non-executive and advisory roles, contributing to the development of future talent and industry capability.
